Why is "hi" and "bye" more important than a plot-pertinent off-screen sound that cannot be recovered from visuals? Why impede proper SDH and spoil #subtitles for the hearing at the same time? Why use the same subtitles for both hearing and deaf?

Cutting costs is probably the answer. One for the price of two, something is better than nothing, etc etc. That's fine. But let's not pretend it's good practice and call it what it is.
