Are you watching #Netflix and don't see the #subtitles in the language you want? It does not mean they are not there; the app shows the "relevant" ones (location, preferences etc). Two ways to check:
1. Create a profile and set it in that language (Account>My Profile>Language)

2. Try the Chrome extension Language Learning with #Netflix. You will see all available #subtitles in the menu, not just the 3-4 that appear by default in your region. Once you start using a specific language on your desktop it will appear as an option on other devices too.

Same for audio, of course. You can see all the #dubbing and #audiodescription options available. Really cool combinations you can do, all you #multilinguals out there
