On labeling English-speaking regions as #dubbing or #subtitling ones.

In the pre-streaming era, one might argue that English-speaking territories could be labeled as subtitling ones, but, let's face it, there wasn't such widespread exposure to foreign content, was there? It seems it was either French films in niche cinemas or SDH for TV viewers. So these regions couldn’t truly be considered subtitling or dubbing cultures - what do you think?
Now, things are different (thank you, streaming platforms for the foreign content and the high-quality dubbing!), but when it comes to younger viewers, studies suggest that they can't live without their subtitles. But for which audio track? The dubbed version or the original? And if they watch dubs with subs, how would you categorize the region?

Thank you Grant Davies and Carlo DeCianti for igniting the discussion :)
